Beginning with the Tower of Babel in Genesis 10-11, Woods traces Babylon as both a city and a system of organized rebellion against God. He then follows the biblical evidence through the prophecies of Isaiah and Jeremiah, the postexilic prophecy of Zechariah, the references to the Euphrates in Revelation, and the rise and destruction of Babylon in Revelation 17-18.

The book makes the case that the historic fall of Babylon did not exhaust the prophetic language of Scripture. If the biblical descriptions of Babylon's final judgment are to be fulfilled literally, Woods argues that Babylon must have a future role in God's end-time program.

This study also addresses alternative interpretations that identify Babylon only as a religious system, Rome, Jerusalem, or another symbolic power. Woods explains why he believes the plain meaning of the text points back to the literal city on the Euphrates while still recognizing Babylon's worldwide religious, political, and economic influence.
